John Turner

Acting Deputy Chief Digital and Artificial Intelligence Officer for Policy

Mr. John Turner is currently serving as the Acting Deputy Chief Digital and Artificial Intelligence Officer (DCDAO) for Policy, working with a team focused on driving the adoption of data, analytics and artificial intelligence (AI) at scale. In this capacity, he leads the establishment of federated data governance Defense-wide, shapes the development and promulgation of the Departments data, analytics and AI adoption strategy, champions strategic engagement with our allies and partners on digital transformation, and oversees the Department's strategic approach for operationalizing DoD responsible Al ethical principles. Mr. Turner assumed the role as the Acting DCDAO after serving as the Policy Directorate’s Principal Director.

Mr. Tuner joined CDAO from the former Office of the DoD Chief Data Officer (CDO), where he helped build the network of CDOs and data leaders across the 46 major DoD Components. Prior to assisting with the establishment of the DoD CDO, Mr. Turner served within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). He has been a plank holder in cross‐Component data governance within the national security community since the stand‐up of the Intelligence Community's (IC) CDO Council in 2017 where he represented the needs of the warfighter to the IC.

Prior to his focus on data management, Mr. Turner served as the Director of the Special Access Program (SAP) Central Office for OUSD(I&S), overseeing the security and management of the Department’s most sensitive intelligence and intelligence-related activities. His experience within the SAP community played a significant role in shaping his current views on how to conduct effective oversight and the value of data sharing.

Mr. Turner began his federal service with the Defense Intelligence Agency as an all-source analyst and is a graduate of the Georgia Institute of Technology.
