INTRODUCTION

The Department of Defense’s Chief Digital and Artificial Intelligence Office (CDAO) is the senior official responsible for the acceleration of the DoD’s adoption of data, analytics, and AI to generate decision advantage across, from the boardroom to the battlefield.

Stood up in February 2022 by integrating the Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), the Chief Data Officer, and the enterprise platform Advana into one organization, the CDAO is building a strong foundation for data, analytic, and AI-enabled capabilities to be developed and fielded at scale. Part of this foundation is ensuring the Department has the necessary people, platforms, and processes needed to continuously provide business leaders and warfighters with agile solutions.

The CDAO is looking for a Procurement Analyst to join the Acquisitions division. In this role, you will implement a higher level of customer satisfaction for internal and external customers. Working with the Contracting Officer, you will research common solutions to common problems, streamline the acquisition process, promote partnering relationships, and foster innovation. The ideal candidate will play an important role in the control and surveillance of contracts, and can provide advice on acquisition strategies, trends and policies.

DUTIES & RESPONSIBILITIES

  • Provide policy and acquisition guidance
  • Review, prepare and participate in the preparation of acquisition procurement documents such as plans, strategies and approvals.
  • Support solicitation packages and contract documents, pre-award and post award requirements.
  • Review and recommend changes based on an analysis of the acquisition requirement.
  • Support meetings and program reviews with respect to acquisition related actions.
  • Participate in a variety of conferences and meetings with the PM's procurement agencies, and coordinate information on critical issues.
  • Establish procurement objectives and contractual strategy for assigned acquisition programs.
  • Recommend the types of contracts, requirements for special terms, clauses and/or provisions.
  • Define the acquisition plan based on input from the Project Managers, users, engineers and other functional specialists.
  • Maintain information on various contract actions and conducts follow-up in areas needing attention.
  • Recommend corrective action on deficiencies in contractual effort.
  • Performs other duties as assigned.

KEY REQUIREMENTS

  • Must be a US Citizen with the ability to possess and maintain a security clearance.
  • Solid experience in a wide range of procurement principles and technical requirements.
  • Solid knowledge of Federal, DoD, and contracting laws, and regulations including techniques of contracting operations, detailed procedures and contracting requirements.
  • Strong experience in business and industry practices sufficient to: develop Command wide policies and procedures, provide a full-range of technical advice, guidance direction and/or recommendations to staff, and private industry representatives.
  • Solid analytical skill sufficient to evaluate a wide variety of contracts, audit reports, and regulations for developing and implementing procedures.
  • Strong verbal and written communication skills.

  • This national security position, which may require access to classified information. Selectee must complete a Special Background Investigation and receive a favorable adjudication by a determining authority. Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to maintain security eligibility may result in termination.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
